Background paper prepared for UNESCO for the EFA Global Monitoring Report 2015

This background paper examines the evolution of global and national efforts to support education in post-conflict and natural disaster situations. It reviews what is known about the scale of the challenge, and goes on to identify five drivers behind progress between 2000 and today: establishing a network, development of common standards, building a literature and evidence base, mainstreaming response, and advocacy and growing recognition for the sector. Four case studies then provide an overview of education in emergency response in Pakistan, the Democratic Republic of Congo, Haiti and Syria. The paper concludes by setting out eight core recommendations related to education in emergencies that should be addressed by the post-2015 development agenda.
