Module 3 is designed on the basis of Priority 2 of the Hyogo Framework for Action. Priority 2 of the HFA deals with disaster risks and early warning, and this has direct relevance to the education sector in terms of risks to the educational infrastructure including school buildings, possibility of disruption in educational process, and threat of physical harm to the students and teachers in schools.
