Background paper prepared for the 2019 Global Education Monitoring Report Migration, displacement and education: Building bridges,not walls

Higher education holds many benefits for refugees. Yet, historically, their higher education opportunities have been very limited. This paper addresses refugees’ access to,and participation in,higher education by examiningfactors that serve asbarriers. It then specifiesinitiativesaimed at increasing access. A case studybased on original research delves deeply into how peer-to-peer sponsorship holds great promise for increasinghigher education access and durable solutions for refugee youth. The paper closes with recommendations for policy and research.
